In the upland and rural areas where many ethnic communities live, much of the land is located within forest reserves and protected areas. These communities face challenges related to land rights, natural resource management, and access to economic and social opportunities.
To strengthen communities and enhance the role of local leaders, the Upland Holistic Development Foundation/UHDF initiated the Community Leadership Network Development Project.
Why Develop a Community Leadership Network (Watershed Network)?
Community leaders are at the heart of driving development in their communities. They serve as a bridge between communities and external organizations and represent the voices of their communities in addressing and negotiating issues such as land rights, community forest management, environmental conservation, and economic and social development.
Organizing these leaders into a network strengthens information sharing, planning, and coordination among communities, while also giving communities a stronger collective voice and greater negotiating power when engaging with different sectors.

1. Community Leadership Training
The project provides training for community leaders from each target community to strengthen their knowledge, understanding, and skills in community management, community rights, communication, negotiation, participatory processes, and community planning.
2. Creating Learning and Networking Platforms
The project promotes the establishment of leadership networks at the subdistrict, district, and provincial levels (watershed networks). These platforms provide opportunities for leaders to share experiences, information, and challenges, develop solutions together, strengthen communities, and bring community perspectives to the policy level.
3. Collaborative Community and Community Forest Planning
Community leaders work together to assess local situations and develop community master plans and participatory community forest management plans to support the appropriate restoration and sustainable management of natural resources.
4. Implementation and Monitoring
The project supports community leaders and networks in implementing activities according to their plans, while establishing monitoring and evaluation mechanisms to ensure that community development continues to generate meaningful and sustainable results.
Outcomes and Achievements
The UHDF Community Leadership Network Development Project has helped build a strong network of community leaders with the knowledge and skills needed to manage local resources effectively. These leaders are also better equipped to represent their communities, communicate their concerns, and negotiate with government agencies and other partners with greater confidence and effectiveness.

The Upland Holistic Development Foundation/UHDF will continue to walk alongside communities, empowering and supporting local leaders to work together toward a balanced and sustainable future for both people and nature in the uplands.
